I first became aware of declining fertility at World Congress of Families II in Geneva in 1999, when the world’s population approached six billion. Francisco Tatad, then the majority leader of the Philippine Senate, said we should rejoice in population growth which leads to increased prosperity. But he also warned of a coming population collapse, and discussed falling fertility rates in Europe, observing, “The Europeans of the future will be Africans and Asians, and the Europeans of today will have no one but themselves to blame.
By World Congress of Families III (Mexico City 2004) I was on a panel on Demographic Winter. The following year, I went to work for the Congress as communications director and coordinator of regional events.
In that capacity, I helped to organize Congresses and regional conferences on five continents, which always included a discussion of falling fertility in developed nations.
